Captain Robert Walker

Biography

Captain Robert T. Walker is the Recruiting Officer and Assistant Professor of Aerospace Studies at Air Force ROTC Detachment 255, University of Iowa. In this role, he is responsible for recruiting, training, and educating students from three universities and colleges for commissioning as officers in the United States Air and Space Forces.

Previously, Captain Walker served as the Cost Chief for the T-7 Red Hawks Division, Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio. He led a five-person cost analysis team responsible for delivering the $107 billion T-7A Program Office Estimate, ensuring full funding for all requirements in the Future Years Defense Program. He enhanced senior leader decision support at the O-6 level through monthly earned value management and cost metric briefings, effectively identifying program challenges and opportunities. Additionally, he managed and developed analysts, guiding their technical and professional growth.

Earlier in his career, Captain Walker commanded a 16-member flight at Offutt Air Force Base, Nebraska, in support of Air Combat Command’s largest wing, the 557th Weather Wing, United States Strategic Command, and 50 tenant units. He managed payroll functions for 11,900 personnel totaling $694 million annually, directed disbursing operations safeguarding $4 million in cash and $5 million in collections, and oversaw six Air National Guard Change Fund Custodians. He also served as a key financial consultant to the 55th Wing Commander, comptroller, and partner units on all aspects of financial services.

A native of St. Marys, Iowa, Captain Walker earned his commission in 2018 from the United States Air Force Academy with a Bachelor of Science degree in Management. He later earned a Master of Science degree in Cost Analysis from the Air Force Institute of Technology.
