In-State Tuition Qualifications
Any person qualified for benefits under the Post 9/11 GI Bill® (Ch 33), Montgomery GI Bill®-Active Duty (Ch 30), Veteran Readiness and Employment (Ch 31), or Survivors’ and Dependents’ Educational Assistance (Ch 35) are eligible for in-state tuition. Acceptable documentation would be a Certificate of Eligibility from the VA showing eligibility for said programs. For dependents using the Post 9/11 GI Bill®, a screenshot of the MilConnect Transfer of Education Benefits page listing the dependent as an eligible beneficiary would also suffice.
Members of the military serving on active-duty in the state of Iowa, or at the Rock Island Arsenal, are immediately eligible for in-state tuition classification. Spouses and dependent children of such persons are also eligible for the in-state tuition classification. Acceptable documentation would be a copy of the servicemember’s orders, with their dependents listed if applicable.
Current members of the Iowa National Guard and armed forces reserve components who are assigned to a unit in Iowa and have completed basic military training or have served at least one year of the member’s commitment qualify for in-state tuition. Acceptable documentation would be a copy of the service member’s contract, or a DD-214 indicating successful completion of their initial active duty for training.
Honorably discharged veterans who served on federal active duty other than for training purposes for at least 90 days are immediately eligible for in-state tuition. Acceptable documentation would be a DD-214.

The in-state tuition policies apply to all educational levels. Students receiving in-state tuition must remain continuously enrolled to continue receiving the benefit. New and re-entering students must meet the policy criteria current at the time of admission or re-entry to be eligible to receive the in-state tuition benefit.
